BOUNCERS at Sydney's Star City will be allowed to use force to eject problem patrons and have immunity from criminal prosecution.

The concession by the NSW Government, at the casino's request, has sparked accusations that Star City is trying to protect itself from another Peter Dalamangas - the man killed in a brawl with casino guards in 1998 - and is buying the laws it wants with donations to the ALP.

However Gaming and Racing Minister Kevin Greene said the proposed laws would simply give security guards the powers they needed to remove excluded persons, such as problem gamblers, banned from the casino.

The number of patron infringements at the casino has risen by two-thirds in the past two years and is predicted to rise further.

The No.1 infringement was excluded persons trying to get in to the casino--55 caught in just nine months compared to 45 for all of 2007-2008.

Mr Greene said the laws would not leave patrons unprotected despite concerns raised by Parliament's own legislation watchdog.

'The legislation provides limited liability protection for the casino operator and its employees in meeting the legal requirement to remove excluded persons from the premises,' he said.

Under the laws, a guard must show ' good faith' and there was the potential for criminal action if there is use of 'unreasonable force'.

However, even after receiving reassurances from the minister, the Legislation Review Committee raised serious concerns and warned that the definition of 'good faith' was not properly outlined.

'The committee remains concerned that the test is insufficiently defined and potentially too broad in its application,' it found.
